Wind turbines are viewed as beautiful and majestic by some, and as terrible eye sores by others. Every wind project will have some kind of visibility analysis conducted to try and predict how many turbines can be seen from various locations across the landscape. This Stateline 3 project is in NE Oregon was part of Exhibit R submitted to the Energy Facilities Siting Council for a Site Certificate permit.
